How Nether portals link
The Nether is 8 times smaller than the Overworld horizontally. To link two portals, build the Nether portal at the Overworld X and Z divided by 8 (rounded down). Height (Y) is not scaled.
In Java Edition, when you walk through a portal the game looks for an existing portal near the target spot: within 128 blocks in the Overworld and 16 blocks in the Nether. If none is found, it creates a new one. Build your Nether portal on the exact converted coordinates to avoid ending up in the wrong portal.
The Nether has a bedrock roof at Y 128. Portals above it work, but the area up there is dangerous and hard to reach.
